Board Policies

The following are policies and guidelines adopted by the PRB to assist plans and provide clarity for processes.

  • PRB Pension Funding Guidelines
    • The Guidelines are intended to foster communication between plans and their sponsors as they determine a reasonable approach to responsible funding, whether the contribution rate is fixed or actuarially determined.

  • Principles of Retirement Plan Design
    • The Principles are intended to guide and inform public retirement systems and their associated governmental entities on how to structure retirement plans.

  • Policy for Determination of System Actuarial Review
    • The Policy outlines the process the PRB undergoes to select systems for intensive actuarial reviews.

  • Policy for Regulation of Non-Compliant Retirement Systems
    • The Policy outlines what it means for a system to be considered “non-compliant” and the subsequent steps the PRB will take to help bring the system into compliance with state statute.

  • Negotiated Rulemaking and Alternative Dispute Resolution Policy
    • The Policy adopts by reference the model guidelines for Alternative Dispute Resolution Procedures developed by the State Office of Administrative Hearings (Model Guidelines).
    • The Policy establishes the use of negotiated rulemaking as appropriate when engaging in rulemaking activities.
