Section 801.202(2), Texas Government Code requires the PRB to conduct intensive studies of potential or existing problems that threaten public retirement system actuarial soundness. Intensive reviews and system updates are provided to the governor and legislative leadership offices biennially.
The PRB selects systems for review by examining key metrics to gauge a system’s actuarial and financial health. Staff then conducts an in-depth analysis of the actuarial and financial condition of the system, including projections of future funded status under various investment return scenarios. Staff works with the system and sponsor throughout the intensive review process and encourages feedback and written responses for inclusion in the final published report. Additionally, the system and sponsor are both invited to attend PRB meetings to discuss the review’s findings, answer questions, and provide remarks.
